“Cannot open this document because your permissions have expired” error appears when trying to open or create a protected XPS document by using the XPS Viewer with .NET Framework 3.0.

Trying to open or create a new XPS document with the XPS View component of .NET Framework 3.0 causes the following error to occur: “Cannot open this document because your permissions have expired”.
